About the Project

Transparency Through Documentation

Eye on Municipality is a digital platform dedicated to documenting and sharing information about the work of municipal councils in Libya. It covers the public policymaking process — decisions that directly affect citizens' daily lives — and offers a structured space for monitoring, reporting, and dialogue.

The platform serves as a neutral, credible source of civic information, separate from the political and media conflicts taking place in the country. Both citizens and municipal media offices can participate, with municipalities retaining the right to respond to any published report.

A Libyan Youth Non-Profit Built on Transparency

H2O is a Libyan youth non-profit organization that adopted the chemical symbol of water as its name — a reference to water's core properties: transparency and growth. Founded in 2011, H2O has been working across the Greater Tripoli area and different regions of Libya, building strong relationships with civil society organizations, government bodies, and international institutions.

The commitment of H2O's members, leadership, and donors has steadily supported Libya's development and democratic transition under all circumstances.
